  It's one of those games where you rotate the lines to connect them, and get something from point A to point B in doing so that travels along the connected line. Well, that's what it looks like...

  Looks like one of those 8-Puzzles. Just like hmcowboy said, switch, rotate, and rearrange the tiles to create a path from start to end. Looks like the old school piping games.
