It seems that Pokon Colosseum for the GameCube will be the missing link between Pokon Ruby/Sapphire and a completed Pokex...

According to Serebii, several Pokon websites have translated Japanese fragments of text on Pokon Colosseum. In that game, you'll be able to explore a 3D field and encounter some of the unobtainable Pokon from Pokon Ruby/Sapphire. The Pokon can be caught and will also be available for downloading them to your GBA. It remains unknown how many of these unobtainable creatres will be in the game.
